The 1929 Building Code known as Arthur Saboya, the first attempt to regulate building construction, grouped the streets in three categories according to their width: less than 9m; 9 to 12m; 12m and greater. For each one a height limit was set: twice; two and a half times; and three times the width. The 1934 amendment of this code defined that the buildings would be staggered, with front and side setbacks for greater height. It required a minimum 39m height as well as a maximum 80m height on avenues wider than 18m. From 40m on, a lateral setback of 2.5m was to be implemented. In 1940, Prestes Maia’s Plano de Avenidas stipulated the enlargement of the Avenida São Luís from 13 to 33m.
